Job Summary

Optimum is seeking a dynamic and results-driven Market Development Manager to lead the execution of Market Expansion and Development projects, with a focus on leveraging programs such as Government subsidies and other strategic initiatives. The Market Development Manager will be responsible for developing and implementing market entry and expansion strategies, driving revenue growth, and building strong partnerships with key stakeholders. This role requires a deep understanding of market dynamics, the ability to navigate government subsidy programs, and a strategic mindset to capitalize on market opportunities.


  • Market Expansion Strategy:
    • Develop and execute comprehensive market expansion strategies in alignment with the company's growth objectives.
    • Identify new markets and opportunities for business development, including assessing the feasibility of government subsidy programs.
  • Government Subsidies:
    • Research and evaluate available government subsidy programs at the local, regional, and national levels to identify opportunities for Optimum.
    • Develop and manage relationships with government agencies, ensuring compliance with subsidy program requirements.
  • Program Implementation:
    • Design and implement programs and initiatives that leverage government subsidies to drive market expansion and development.
    • Collaborate with cross-functional teams to ensure program objectives are met, including sales, marketing, and product development.
  • Market Research and Analysis:
    • Conduct market research to identify consumer needs, market trends, and competitive landscape.
    • Use data-driven insights to inform decision-making and optimize GTM strategies.
  • Stakeholder Engagement:
    • Build and nurture strategic partnerships with government agencies, industry associations, and other key stakeholders.
    • Collaborate with internal and external partners to drive project success.
  • Revenue Growth:
    • Develop and track KPIs related to revenue growth and market share expansion.
    • Analyze financial data and market performance to identify areas for improvement and opportunities for growth.



  • Bachelor's degree in Business, Marketing, Economics, or a related field. MBA preferred.
  • Proven experience in go-to-market strategy development, market expansion, and leveraging government subsidy programs.
  • Strong knowledge of government subsidy programs, their application process, and compliance requirements.
  • Demonstrated ability to lead cross-functional teams and manage complex projects.
  • Exceptional analytical, strategic thinking, and problem-solving skills.
  • Excellent communication and negotiation skills.
  • Proven track record of driving revenue growth and achieving business objectives.
  • Familiarity with the telecommunications or technology industry is a plus.

This position is identified as being performed in/or reporting to company operations in New York State. Salary ranges are supplied in compliance with New York State law.  Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in the posted location is $96,020.00  - $153,632.00 / year. The rate/Range provided herein is the anticipated pay at the time of hire, and does not reflect future job opportunity.
